Why? He’s probably just complaining about this rude chick next to him that’s listening to his phone call.

Based on what you have said, the answer is no.

You have not given any indication that this person is a threat.

Merely because he sounds like he is Russian does not mean that he is a threat.

However if this individual is talking about behavior that would threaten National Security or would threaten harm to another person, then a report to the Police and The Department of Homeland Security is appropriate.

Jump to conclusions much? Why would you alert Homeland Security for such a petty reason? What if someone called the police on you for being rude on your cell phone? It doesn’t make sense.
